Hours of Consumption:
It shall be unlawful for any person to possess an open container, being a container containing an alcoholic beverage of either high or low alcoholic content, or to consume such an alcoholic beverage from an open container at any establishment where alcoholic beverages of either high or low alcoholic content are licensed for sale at retail between the hours of 2:00 a.m. and 6:00 a.m.

Closing Hours:
No holder of any retail dealer's permit for the sale of alcoholic beverages of high or low alcoholic content and no employee, agent, servant, permittee or representative of such a permit holder shall sell or allow to be sold any alcoholic beverage whether for consumption on or off the premises between the hours of 2:00 a.m. and 6:00 a.m. Furthermore, no holder of any retail dealer's permit for the sale of alcoholic beverages of high alcoholic content and no employee, agent, servant, permittee or representative of such permit holder shall allow alcoholic beverages from any source to be consumed on the premises between the hours of 2:00 a.m. and 6:00 a.m.

Except for the holder of a "Class A-General" retail permit, all other permit holders, including but not limited to "Class A-Restaurant" permit holders may remain open at all times for the sale of any and all other items permitted by law excepting alcoholic beverages. However, no holder of any retail dealer's permit for the sale of alcoholic beverages of high or low alcoholic content and/or employee or representative of such permit holder shall allow any alcoholic beverages to be consumed on the premises between the hours of 2:00 a.m. and 6:00 a.m. of any day.

During the hours that the holder of a "Class A-General" retail permit is required to be closed, no business shall be conducted on these premises and no customers, patrons or members of the general public shall be present on the premises. Any persons located upon the premises during these hours shall be persons engaged in bona fide work for the permit holder however no alcoholic beverages shall be consumed by any persons working on the premises.

Hours of Consumption at Place of Public Entertainment:
It shall be unlawful for any place of public entertainment to permit the consumption of alcoholic beverages at the establishment or place of business in the rural and unincorporated areas of Tangipahoa Parish between the hours of 2:00 a.m. and 6:00 a.m. It shall also be unlawful for any person to consume alcoholic beverages at any place of public entertainment between 2:00 a.m. and 6:00 a.m. of each day in the rural and unincorporated areas of Tangipahoa Parish.

Location Regulations:
High Alcoholic Content Licensees--Outside of municipalities and in unincorporated areas which are not divided into subdivisions with streets, blocks or sidewalks, no liquor or alcoholic beverage permit shall be granted for any premises situated within 500 feet or less in distance, of a building or property occupied exclusively as a church, synagogue, public library, public playground or school, except a school for business education conducted as a business college or school. Certain exceptions apply for bona fide hotels, railway cars and bona fide fraternal organizations.

Low Alcoholic Content Licensees--No license or permit shall be granted under this article to any applicant when the premises in which the business is to be conducted is within one-half mile of the main campus of Southeastern Louisiana University, Hammond, Louisiana, or is situated within 300 feet of a building used exclusively as a regular church or synagogue, public library, public playground, school or orphans' home (except a school for business education conducted as a business college or school), provided that the provisions of this section shall not apply to premises which are maintained as a bona fide hotel, railway car or fraternal organization.

Open Containers:
It shall be unlawful for any person to possess any open container, containing any alcoholic beverage of either high or law alcoholic content in, upon or onto any public street, roadway, thoroughfare, right-of-way, sidewalk, park, school property, public building, public land or public waterways within the parish.

Certificates Required of Persons Dispensing Alcoholic Beverages:
No person shall dispense alcoholic beverages of either low or high alcoholic content from the bar of any business for on-the-premises consumption, except a person duly certified as qualified to dispense alcoholic beverages. Each applicant seeking a certificate to dispense alcoholic beverages for on-the-premises consumption within the parish shall be photographed and fingerprinted by the sheriff's department. In addition to other qualifications, the person must be of good character and reputation and over 18 years of age. The certificate issued under this article shall be valid only for the premises set forth in the application. The holder of the certificate, upon changing employment, shall notify the sheriff's department of this fact within five days.

Possession of Firearms:
It is illegal to possess any firearm, weapon or other instrumentality customarily used or intended for probable use as a dangerous weapon, in any premises where alcoholic beverages are sold and consumed on the premises by any person except the owner or lessee of the premises, or their employees, sheriffs, deputy sheriffs, state police, city police, constables, town marshals, or persons vested with police power when in the actual discharge of their duties.

Municipal of Amite City Ordinances

Legal Hours of Operation - Sunday Sales

Hours of Operation:

It shall be unlawful for any person, firm or corporation to allow any saloon, bar room, bar or cocktail lounge to remain open between the hours of 2:00 a.m. and 6:00 a.m. on any day of the week or to remain open between the hours of 2:00 a.m. on Sundays and 6:00 a.m. on Mondays. (Does not apply to persons entering the establishment for the purpose of cleaning or repairing the premises or for an emergency.)

Hours of Sales:

It shall be unlawful for any person, firm or corporation to sell, barter or trade any spirituous, vinous, or malt liquors containing more than 0.5% of alcohol between the hours of 2:00 a.m. and 6:00 a.m. on any day in the town and it shall be unlawful for any person, firm, or corporation to sell, barter, or trade any spirituous, vinous or malt liquors, except beer and wine coolers, or any other beverage containing 6% or more of alcohol between the hours of 2:00 a.m. on Sundays and 6:00 a.m. on Mondays in the town.

Hammond Municipal Ordinances

Closing Hours:

All stores, shops, saloons, bars, barrooms, nightclubs, lounges, or any other place of business, premises, or establishment licensed to sell and/or serve alcoholic beverages in, on, or within the place of business, premises, or establishment, even if purchased elsewhere for consumption on said premises, shall be closed at 2:00 o'clock a.m. continuously until 8:00 o'clock a.m. the same day and shall be closed at 2:00 o'clock a.m. Sunday and shall be closed continuously until 8:00 o'clock a.m. Monday following. Exceptions: Restaurants may sell and allow consumption of alcoholic beverages between the hours of 11:00 a.m. Sunday and midnight Sunday, provided all requirements are met. Grocery stores, supermarkets, and drug stores (with at least 60% of monthly revenue from the sale of merchandise other than alcoholic beverages) are exempted from these closing hours.

All such establishments shall terminate the sale and services of alcoholic beverages and liquors at closing time. No person shall be allowed on the premises of these establishments beyond 2:15 o'clock a.m. except salaried employees and the owner thereof whose presence is required for routine maintenance and/or cleanup of the premises.

Location Regulations:

No permit to sell alcoholic beverages shall be granted for any premises situated within 300 feet or less distance of a building occupied exclusively as a church or synagogue, public library, public playground, residence or school except a school for business education conducted as a business college or school. Certain exceptions apply.

Noise Regulations:

No person holding a retail dealer's permit and no agent, associate, representative, employee or servant of any such person shall do or permit any of the following acts to be done on or about the permitted premises: Play live or recorded music which is so unreasonably intrusive or offensive as to interfere with the comfortable enjoyment of the property of a person residing more than 200 feet from the premises.

Illegal Possession of Weapons:

"Illegal possession of a weapon in a place where alcoholic beverages are sold and consumed on the premises" is the possession of a firearm, or other instrumentality customarily used or intended for probable use as a dangerous weapon, in any premises where alcoholic beverages are sold and consumed on the premises by any person except the owner or lessee of the premises, or their employees, sheriffs, deputy sheriffs, state police, city police, constables, town marshals, or persons vested with police power when in the actual discharge of their duties.

Municipal of Kentwood Ordinances

Legal Hours of Operation - Sunday Sales – Exceptions - Location Regulations -

Hours of Sales:

All stores, shops, saloons, barrooms, nightclubs, lounges or any other places of business, premises, or establishments licensed to sell and/or serve alcoholic beverages in, on, or within the place of business, premises, or establishment, even if purchased elsewhere for consumption on said premises, shall be closed at 2:00 a.m. continuously until 7:00 a.m. the same day and shall be closed at 2:00 a.m. Sunday and shall be closed continuously until 7:00 a.m. Monday following. All such establishments shall terminate the sale and service of alcoholic beverages and liquors at closing time. No person shall be allowed on the premises of these establishments except salaried employees and the owner thereof whose presence there is required for routine maintenance and/or cleanup of the premises.

Exceptions:

All grocery stores, convenience stores, supermarkets and drugstores which realize at least 60% of their monthly revenue from the sale of merchandise and products other than alcoholic beverages are exempted relative to closing hours; however, no such grocery stores, convenience stores, supermarkets and drugstores are permitted to sell and/or serve alcoholic beverages of high alcoholic content.

Location Regulations:

No permit shall be granted in contravention of any town ordinance adopted pursuant to the state zoning laws, nor shall any permit be issued to authorize any business if the business has been prohibited by referendum vote, nor shall any permit be granted for any premises located within 300 feet or less of a public playground or of a building used exclusively as a church or synagogue, public library, or school, except a school for business education conducted as a business college or school.
