Hours of Operation - Sunday Sales - Location Regulations – Drinking in Public and Open Containers

Hours of Sales:
It shall be unlawful for any tavern, barroom, saloon, lounge, nightclub, or place of business licensed to sell and dispense alcoholic beverages or liquors in the parish to remain open for business or to serve any alcoholic beverages between the hours of 2:00 a.m. and 6:00 a.m. on each day of the week, Sunday through Saturday. It shall be unlawful for the holder of any license or permit to sell liquors or alcoholic beverages in the parish, or any agent, representative, or employee of such holder, to sell, donate, serve, or dispense liquors or alcoholic beverages or to allow liquors or alcoholic beverages to be consumed on or off the premises between the hours of 2:00 a.m. and 6:00 a.m. on each day of the week, Sunday through Saturday.

Location Regulations:
No permits will be granted for the sale of such liquors within 300 feet of any church or school.

Public Drinking / Carrying of Opened Containers of Alcoholic Beverages Prohibited:
It shall be unlawful for any person to drink any alcoholic beverages in or upon a public street, alley, sidewalk, right-of-way, park, playground square or unenclosed public place in the parish. It shall also be unlawful for any person to carry an unopened glass or paper container, drinking glass, open metal or other container containing any alcoholic beverages, or to drink any such alcoholic beverage from any open glass or paper container, drinking glass, open metal or other container, in or on any public street, alley, sidewalk, right-of-way, park, playground square or unenclosed public place in the parish. It shall be unlawful for any person to possess any open drinking containers containing alcoholic beverages in or upon the parking lot or other property belonging to or adjacent to any premises licensed for the sale or distribution of alcoholic beverages.

Legal Hours of Operation – Consumption - Sunday Sales - Location Regulations for Class A Establishment - Certification Required to Dispense From Bar -

Hours of Sales / Consumption:

No holder of a retail dealer's and liquor/beer license and no servant, agent or employee of such licensee shall sell or permit the consumption of any alcoholic beverages between the hours of 2:00 a.m. and 6:00 a.m. on each day of the week, Sunday through Saturday.

All taverns, bars, saloons, nightclubs, or other places of entertainment shall be closed at 2:30 a.m. continuously until 6:00 a.m. on each day of the week, Sunday through Saturday.

Eating establishments, grocery stores, conveniences stores, video poker truckstop casinos, and other similar stores may remain open for the sale of other items and merchandise permitted by law; but the service or sale, or consumption of alcoholic beverages in and on such places of business between the hours of 2:00 a.m. and 6:00 a.m. on each day of the week from Sunday through Saturday, is expressly prohibited.

Location Regulations for Class A Establishment:

All applications for a class A license or permit shall not be granted where the premises which the applicant proposes to use for the purpose of this permit and license is located within 300 feet of any church or synagogue, or public library, or public playground, or school.

Certification Required to Dispense From Bar:

No one shall dispense alcoholic beverages of either low or high alcoholic content from the bar of any business licensed under this chapter for on-premises consumption, except a person duly certified by the director of administration as qualified to dispense alcoholic beverages. Each applicant for a certificate of qualification to dispense alcoholic beverages from behind the bar in a place licensed for on-premises consumption shall present to the director of administration a photograph of such applicant's self, and shall be fingerprinted by the police department and pay the required fee. In addition to other qualifications, the person must be of good character and reputation and over 21 years of age. New employees hired to dispense alcoholic beverages shall be required to secure a certificate of qualification prior to the beginning of their employment.

Legal Hours of Operation - Sunday Sales - Location Regulations - Bar Dispensers Certification Required

Hours of Sales:

No holder of a retail dealer's license and permit, and no servant, agent or employee of such licensee and permittee shall sell any alcoholic beverages between the hours of 2:00 a.m. and 6:00 a.m. on each day of the week, Sunday through Saturday, or permit the consumption of any alcoholic beverages between the hours of 2:30 a.m. and 6:00 a.m. on each day of the week, Sunday through Saturday.

All bars, saloons, nightclubs or any other place of business, except as otherwise provided, shall be closed at 2:30 a.m. continuously until 6:00 a.m. on each day of the week, Sunday through Saturday.

Restaurants, grocery stores, convenience stores and other similar stores may remain open for the sale of other items and merchandise permitted by law, but the sale or consumption of alcoholic beverages in and on said place of business between the hours of 2:00 a.m. and 6:00 a.m. on each day of the week from Sunday through Saturday is expressly prohibited.

Location Regulations:

In no event shall any class A or class C license be issued allowing for the sale of alcoholic beverages from any building or structure which is situated on a lot or a tract of land that has any of its boundaries located within 300 feet or any boundary of any lot or tract of land upon which a church or school is located.

No one shall dispense or serve alcoholic beverages of either low or high alcoholic content from the bar of any business licensed for on-the-premises consumption, except a person duly certified by the mayor or his designee as qualified to dispense or serve alcoholic beverages. Each applicant for a certificate of qualification to dispense alcoholic beverages from behind the bar or to serve alcoholic beverages in a place licensed for on-the-premises consumption shall present to the mayor or his designee a photograph of himself or his designee and shall be fingerprinted by the police department. In addition to other qualifications, the person must be of good character and reputation and over 18 years of age. New employees hired to dispense or serve alcoholic beverages shall be required to secure a certificate of qualification prior to the beginning of their employment.

Bar Dispensers Certification Required

Hours of Operation:

No holder of a retail dealer's license and permit to sell alcoholic beverages, and no servant, agent or employee of such licensee and permittee shall sell any alcoholic beverages between the hours of 2:00 a.m. and 6:00 a.m. on each day of the week from Sunday through Saturday.

Restaurants, grocery stores, convenience food stores, or other such similar stores, may remain open for sale of other items permitted by law, but any sale or consumption of alcoholic beverages in said places of business during the prohibited periods is expressly prohibited.

All bars, saloons, shops, stores or any other place of business licensed to sell alcoholic beverages excepting restaurants, grocery stores, convenience food stores, etc., shall be closed at 2:30 a.m. continuously until 6:00 a.m. the same day Sunday through Saturday of each week. Private nightclubs, private dance clubs or for pay party establishments shall not be permitted any exceptions to closing hours.

Location Regulations:

No permits to sell alcoholic beverages shall be granted for sales within 300 feet of any public playground or of a building used exclusively as a church or synagogue, public library, school, full-time day care center, a correctional facility housing inmates, including but not limited to a halfway house, or residential area. Certain exceptions apply.

Bar Dispensers Certification Required:

No one shall dispense alcoholic beverages of either low or high alcoholic content from the bar of any business licensed to sell alcoholic beverages for on-the-premises consumption, except a person duly certified by the town clerk as qualified to dispense alcoholic beverages. Each applicant for a certificate of qualification to dispense alcoholic beverages from behind the bar in a place licensed for on-the-premises consumption shall present to the police chief a photograph of himself of the size designated by the police chief and shall be fingerprinted by the police department. Each applicant shall be required to keep on his person, at all times while dispensing alcoholic beverages from behind a bar, the permit issued. In addition to other qualifications, the person must be of good character and reputation and over 18 years of age. New employees hired to dispense alcoholic beverages shall be required to secure a certificate of qualification prior to the beginning of their employment.
