Hours of Operation / Sunday Sales

Hours of Sales:
Sundays--Malt Beverages: The sale, giving, trading or otherwise engaging in dispensing of any alcoholic beverages for public consumption, including, among other things, wine, ale, beer, stout, porter and the like known as "malt beverages" or blends thereof with other ingredients, by any person, firm or corporation that is licensed to sell alcoholic beverages in the parish is prohibited within the parish outside the corporate limits of incorporated villages, towns and cities from 2:00 a.m. on Sunday until 12:00 p.m. (noon) on Sunday.

Sundays--Spirituous Liquors: The sale, giving, trading or otherwise engaging in dispensing of spirituous liquors, including whiskey, gin, rum, vodka, liqueurs or blends thereof with other ingredients and the like known as liquors, by any person, firm or corporation licensed to sell alcoholic beverages in the parish is prohibited within the parish and outside the corporate limits of incorporated villages, towns and cities from 2:00 a.m. on Sunday until 12:00 00 a.m. (midnight) on Sunday. Exception--New Year's Eve: When New Year's Eve falls on Sunday, the sale, giving, trading or otherwise engaging in dispensing of spirituous liquors shall be prohibited from 2:00 a.m. on Sunday until 8:00 p.m. on Sunday.

Establishments--Sunday Closure: All saloons, bars and lounges within the parish and outside the corporate limits of incorporated villages, towns and cities shall be closed from 2:00 a.m. until 12:00 a.m. (midnight) on Sunday night. Exception--New Year's Eve: When New Year's Eve falls on Sunday, all saloons, bars and lounges shall be closed from 2:00 a.m. until 8:00 p.m. on Sunday.

Prohibition of Certain Hours:
It shall be unlawful for any person, firm or corporation to sell, give or otherwise engage in dispensing of or permit the consumption of any alcoholic beverages in the parish between the hours of 2:00 a.m. and 6:00 a.m. on any day.

It shall be unlawful for any person holding a Class A permit (high or low) to allow the on-premises consumption of alcoholic beverages (high or low) between the hours of 2:00 a.m. Sunday morning until 12:00 a.m. (midnight) on Sunday.

It shall be unlawful for any houses of public entertainment to permit the consumption of alcoholic beverages at their establishment or place of business in the parish (outside the corporate limits of incorporated villages, towns and cities) between the hours of 2:00 a.m. and 6:00 a.m. on any day.

Restaurants & Cafes:
Bona fide restaurants and cafes that have been issued an "R" permit may sell alcoholic beverages containing not more than 15% alcohol by volume between the hours of 11:00 a.m. Sunday and 12:00 a.m. (midnight) Sunday when these beverages are served in conjunction with a meal.

WARD 5--Sales Restrictions:
The sale of beverages of low alcoholic content containing more than 0.5% alcohol by volume but not more than 6% alcohol by volume and the sale of beverages of high alcoholic content containing more than 6% alcohol by volume, whether for sale for consumption on the premises or by package is prohibited in Ward 5.

WARD 6--Sales Restrictions:
The sale of beverages of low alcoholic content containing more than 0.5% alcohol by volume but not more than 6% alcohol by volume and the sale of beverages of high alcoholic content containing more than 6% alcohol by volume, whether for sale or consumption on the premises or by package is prohibited in Ward 6.

WARD 7--Sales Restrictions:
The sale of beverages of low alcoholic content containing more than 3.2% alcohol by weight and not more than 6% alcohol by volume and the sale of beverages of high alcoholic content containing more than 6% alcohol by volume, whether such sale or sales are for consumption on the premises or by the package is prohibited in Ward 7. However, this does not apply within the corporate limits of the Town of Boyce.

WARD 9--Sales Restrictions:
The sale of beverages of low alcoholic content containing more than 0.5% alcohol by volume but not more than 3.2% alcohol by weight and the sale of beverages of high alcoholic content containing more than 6% alcohol by volume, whether for sale for consumption on the premises or by package, is prohibited in Ward 9 outside the corporate limits of Pineville.

WARD 10--Sales Restrictions:
The sale of beverages of low alcoholic content containing more than 0.5% alcohol by volume but not more than 6% alcohol by volume and the sale of beverages of high alcoholic content containing more than 6% alcohol by volume, whether sale for consumption on the premises or by package is prohibited in Ward 10, outside the incorporated limits in Rapides Parish.

WARD 11--Sales Restrictions:
The sale of beverages of low alcoholic content containing more than 0.5% alcohol by volume but not more than 6% alcohol by volume, and the sale of beverages of high alcoholic content containing more than 6% alcohol by volume, whether for sale for consumption on the premises or by package is prohibited in Ward 11.

Location Restrictions:
The sale of alcoholic beverages of high alcohol content and/or low alcoholic content within 500 feet of any church, synagogue, public library, school, playground, full time day care center, or a correctional facility housing inmates, including but not limited to a halfway house outside the corporate limits of municipalities in Rapides Parish, Louisiana, is prohibited.

Fetal Alcohol Syndrome Sign Requirement:
Each person holding a Class A license authorizing the sale of alcoholic beverages for consumption on or off the premises shall post and display in a conspicuous place on each licensed premises a sign which shall clearly read as follows: "WARNING: Drinking alcoholic beverages during pregnancy may cause severe physical or mental birth defects."

Legal Hours of Operation / Sunday Sales

Hours of Operation:

The hours of operation of all Class A, B or R license holders shall be from 6:00 a.m. daily until 3:00 a.m. the following day, Monday through Sunday. It shall be a criminal offense for any holder of such a license, or for a servant, agent or employee of the license holder to dispense any beer, porter, ale, fruit juices, wine or spirituous beverages of an alcoholic content greater than 0.5% of alcohol by volume, or, any malt, vinous, spirituous, alcoholic or intoxicating liquors containing more than 6% of alcohol by volume between the hours of 3:00 a.m. and 6:00 a.m.

Location Restrictions:

The sale of alcoholic beverages of high and low alcohol content within 300 feet of any church, synagogue, public library, school, playground, full time day care center, or a correctional facility housing inmates, including but not limited to a halfway house is prohibited.

Zoning Regulations:

It shall be unlawful for any person to sell or have in possession for sale or offer for sale any alcoholic beverage except in the commercial districts, and the industrial districts known as zoning districts "CBD", "C-2", "I-1" and "I-2" respectively. Where any zone "CBD", "C-2", "I-1" or "I-2" border upon a district designated as "SF-1", "SF-2" or "SF-3", no sale of such beverage shall be allowed within 300 feet of any residence unless a special exception has been recommended by the Alcohol Beverage and Drug Abuse Control Commission and approved by ordinance of the City Council.

Parish / Municipal Server Training / Certification Requirements

Employee Permits Required:

Classified employee permits allow persons employed or used in a Class A or R licensed retail business who, as a function of their duties, dispense, sell or serve any alcoholic beverages to be employed after payment of a fee of $30 for issuance of an annual permit. This includes bartenders, barmaids, waiters, waitresses, exotic dancers, bouncers, disc jockeys, cocktail waiters and cocktail waitresses, but does not apply to a person holding a waiter/waitress alcoholic beverage permit.

Waiter / waitress permits allow persons employed or used in a Class A, R, or Class A caterer licensed retail business whose primary function is to take orders for and serve food and food items and who also takes orders for and serves alcoholic beverages in conjunction with the serving of those meals to be employed after payment of an annual fee of $20.

Retail clerk permits allow persons employed or used in a Class B licensed retail business who, as a function of their duties, dispense, sell or serve any alcoholic beverages to be employed after payment of an annual fee of $20. This includes sales clerks, retail clerks, and check-out counter clerks.

Employees are required to have the required permits in their possession during working hours. All classified employees, waiters/waitresses and retail clerks must also furnish a copy of their permit to each employer. The employer shall maintain a current copy of each permit from each employee and may be subject to audit and review by the appropriate law enforcement agency or the Rapides Parish Tax Administrator.
