Hours of Operation / Sunday Sales

Hours of Operation of Retail Dealers:
It shall be unlawful for any retail dealer to sell or otherwise dispense alcoholic beverages or to permit or admit any member of the public into an establishment, or part thereof, where alcoholic beverages are the principal commodity sold, between the hours of 1:00 a.m. and 6:00 a.m. on weekdays and between the hours of 1:00 a.m. on Sunday until 6:00 a.m. the following Monday. It any establishment or part thereof where alcoholic beverages are the principal commodities sold or handled, the alcoholic beverage permit holder shall remove all patrons and members of the public from the premises by 1:30 a.m. and all doors to such premises will be locked. The permit holder and his employees or agents may enter the closed premises for the purpose of cleaning, taking stock or other work in the establishment. It shall be unlawful for any person to purchase or solicit any other person to sell beverages of high or low alcoholic content within the parish limits at such times and places when and where such sales are prohibited.

Hours of Operation of Private Clubs:
It shall be unlawful for any private club to permit or admit any member of the public into an establishment, or part thereof, between the hours of 2:00 a.m. and 6:00 a.m. on weekdays and between the hours of 2:00 a.m. on Sunday and 6:00 a.m. the following Monday. In any private club, the permit holder shall remove all patrons and members of the public from the premises by 2:00 a.m. and all doors to such premises will be locked. The permit holder and his employees or agents may enter the closed premises for the purposes of cleaning, taking stock, or other work in the establishment.

Sunday Sales:
It shall be unlawful for any retail dealer to sell, barter, give or otherwise dispense alcoholic beverages of high or low alcoholic content between the hours of 1:00 a.m. Sunday until 6:00 a.m. the following Monday.

Noise, Litter, & Zoning

WARD 1--Sales Restrictions:
The sale of an alcoholic beverage (any fluid or any solid capable of being converted into fluid, suitable for human consumption, and containing more than 0.5% alcohol by volume, including malt, vinous, spirituous, alcoholic or intoxicating liquors, beer, porter, ale, stout fruit juices, cider or wine), the consumption on retail business premises of an alcoholic beverage, or the possession of an alcoholic beverage for sale in Ward 1 is declared illegal and prohibited.

WARD 4--Sales Restrictions:
The sale of an alcoholic beverage (any fluid or any solid capable of being converted into fluid, suitable for human consumption, and containing more than 0.5% alcohol by volume, including malt, vinous, spirituous, alcoholic or intoxicating liquors, beer, porter, ale, stout fruit juices, cider or wine), the consumption on retail business premises of an alcoholic beverage, or the possession of an alcoholic beverage for sale in Ward 4, excluding municipalities, is declared illegal and prohibited.

WARD 6--Sales Restrictions:
The sale of an alcoholic beverage (any fluid or solid capable of being converted into fluid, suitable for human consumption, and containing more than 0.5% alcohol by volume, including malt, vinous, spirituous, alcoholic or intoxicating liquors, beer, porter, ale, stout fruit juices, cider or wine), the consumption on retail business premises of an alcoholic beverage, or the possession of an alcoholic beverage for sale in Ward 6 is declared illegal and prohibited.

WARD 7--Sales Restrictions:
The sale of an alcoholic beverage (any fluid or any solid capable of being converted into fluid, suitable for human consumption, and containing more than 0.5% alcohol by volume, including malt, vinous, spirituous, alcoholic or intoxicating liquors, beer, porter, ale, stout fruit juices, cider or wine), the consumption on retail business premises of an alcoholic beverage, or the possession of an alcoholic beverage for sale in Ward 7, excluding municipalities, is declared illegal and prohibited.

WARD 9--Sales Restrictions:
The sale of an alcoholic beverage (any fluid or any solid capable of being converted into fluid, suitable for human consumption, and containing more than 0.5% alcohol by volume, including malt, vinous, spirituous, alcoholic or intoxicating liquors, beer, porter, ale, stout fruit juices, cider or wine), the consumption on retail business premises of an alcoholic beverage, or the possession of an alcoholic beverage for sale in Ward 9, excluding municipalities, is declared illegal and prohibited.

Location Restrictions:
It shall be unlawful for any person to sell or otherwise dispose of any alcoholic beverage from and no permit shall be granted for, any premises situated within 500 feet or less distance of a building occupied exclusively as a bona fide church, synagogue, public library, public playground or school, except a school for business education as a business college or school.

Noise Restrictions:
No person holding a retail dealer's permit and no servant, agent or employee of the permittee shall do or permit any of the following acts upon the licensed premises: Play live or recorded music that is so unreasonably intrusive or offensive as to interfere with the comfortable enjoyment of the property of a person residing within 200 feet of the premises. Certain exceptions apply.

Parish / Municipal Server Training / Certification Requirements

Employee Card Required:
Every alcoholic beverage permit holder and beverage handling employee shall obtain an alcoholic beverage handling employee card prior to entering into employment on an alcoholic beverage permit holder's premises. It shall be unlawful for any alcoholic beverage permit holder to allow any alcoholic beverage handling employee, including but not limited to waiters, waitresses, barmaids, bartenders, managers, dancers, maintenance persons and floor persons to be present on the premises when alcoholic beverages or containers thereof are handled, dispensed or consumed on the premises.  In addition to other qualifications, the person must be of good character and reputation and 18 years of age or older. A card issued pursuant to this section shall contain the picture, signature, and appropriate identifying information as deemed necessary by the Claiborne Parish Sheriff's Office. An alcoholic beverage handling employee card shall be for a term of one year or less and shall expire on December 31 of the year issued. All application for renewal may be made within 30 days of expiration of the old card. A card for an alcoholic beverage handling employee shall be good and valid for use on the premises of any alcoholic beverage permit holder, provided the permit holder has notified the Claiborne Parish Sheriff's Office-Records Division of the name and address of the beverage handling employee card holder.

Pertinent Regulations

Signs Required:
Each place of establishment where alcoholic beverages are sold or dispensed in the parish at retail, or otherwise, shall have a sign displayed in a prominent place, clearly visible to all, stating that no beverages of low or high alcoholic content will be sold or dispensed to persons under 21 years of age.

Each place or establishment where alcoholic beverages are sold or dispensed in the parish at retail, or otherwise, shall have a sign displayed in a prominent place near the entrance, clearly visible to all, stating that no controlled dangerous substances are allowed upon the premises.
