Hours of Sales and Closing Hours:
Except as otherwise provided, it shall be unlawful for any retail or wholesale dealer to be open for business between the hours of 2:00 a.m. on Sundays and 7:00 a.m. on Mondays, or between the hours of 2:00 a.m. and 7:00 a.m. on any other day of the week.

Sunday Sales:
Special Events: Permitted to sell or dispense beverages of low alcoholic content at festivals, fairs and sporting events conducted to promote the arts or community or cultural heritage and at competitive sporting events open to the general public, between 12:00 noon and 12:00 midnight on Sundays, if all requirements are met.

Bona Fide Restaurants: Permitted to serve alcoholic beverages (only the same types that it is licensed to serve at other times) in dining areas as an accompaniment to food on Sundays between 12:00 noon and 12:00 midnight, if all requirements are met.

Bona Fide Private Clubs: Permitted to serve alcoholic beverages (only the same types that it is licensed to serve at other times) on Sundays between 12:00 noon and 12:00 midnight, if all requirements are met.

Bona Fide Private Parties Held on Sundays on the Premises of Retail Dealers of Alcoholic Beverages: Any retail dealer of alcoholic beverages otherwise licensed to allow consumption on the premises is permitted to open and sell, serve, dispense, or otherwise dispose of any alcoholic beverages between 12:00 noon and 12:00 midnight for the purpose of conducting a bona fide private party (if the conditions outlined for private parties are followed).

Packaged Beer: Any establishment holding a current retail dealer's permit* may sell packaged beer for consumption off of the permittee's premises on Sunday, between 12:00 noon and 12:00 midnight, provided that on Sundays all other alcoholic beverages on the premises must be placed in locked rooms, cabinets or containers so that the permittee's patrons will not have access to such other alcoholic beverages. *Special events retailers, bona fide restaurants, bona fide private clubs, and bona fide private parties are specifically excluded from allowing such off-premises sales of packaged beer.

Raceway Premises: Any person or other legal entity holding a current retail dealer's permit may sell beverages of low alcoholic content for on-premises consumption on raceway premises on Sunday between 12:00 noon and 12:00 midnight if requirements are met.

WARDS 1, 3, & 6--Sales Regulations:
It is illegal for any person to sell or deal in alcoholic beverages, or for any person or any employee of any person to sell, barter, exchange, give away, serve, dispense, deliver or otherwise dispose of, or permit to be consumed, alcoholic beverages upon the premises where business is conducted by such person within the confines of the unincorporated portions of Wards 1, 3, or 6 of the parish (applies to the areas of Wards 1, 3, & 6 of the parish, which are outside of legally incorporated cities, towns, and villages).

Location Regulations:
No dealer shall sell, serve or dispense and no permit shall be granted when the business operates within any of the following localities: Within 500 feet of any parish or municipal public playground or building used exclusively as a church, synagogue, public library, or school, except a school for business education, conducted as a business college or school; Property zoned by parish zoning ordinance wherein such sales are prohibited, unless the restriction is removed by the zoning authority.

Employee Handling Card Required:
It is illegal for any holder of a permit to allow any alcoholic beverage handling employee to handle, sell or serve alcoholic beverages for consumption on premises unless such alcoholic beverage handling employee is in possession of an alcoholic beverage handling employee card. The permit holder shall notify the sheriff of the intended employment, and apply to the sheriff to obtain such card. Every alcoholic beverage handling employee shall obtain an alcoholic beverage handling employee card prior to handling, selling or serving alcoholic beverages for consumption on premises.

In addition to other qualifications, a person must be of good character and reputation and 18 years of age or older. The employee handling card shall contain the picture and right thumbprint of the person to whom it is issued. It will be valid for a period of one year and must be renewed prior to the expiration date. Each employee handling card will be good and valid for use on the premises of any alcoholic beverage permit holder.

Minor Sign Posting:
Every business where alcoholic beverages are permitted to be sold, served or dispensed shall have a sign displayed in a prominent place, stating that no alcoholic beverages of low or high alcoholic content will be sold, served or dispensed to persons under 21 years of age.

View of Premises:
No person holding a retail dealer's permit for beverages of high alcoholic content and no agent, associate, employee, representative or servant of the permittee shall fail to keep the licensed premises well lighted and all outside windows and doors open to view from the sidewalk or outside.

Games of Chance:
No person holding a retail dealer's permit and no agent, associate, employee, representative or servant of the permittee shall permit the conducting of games of chance (any game, contest, lottery, or contrivance of chance whereby a person risks the loss of anything of value in order to realize a profit) by patrons, members of the public, employees or agents on the licensed premises, except those games of chance licensed by the state.


Municipal of Shreveport Ordinances

Hours of Operation:

It shall be unlawful for any retail dealer or wholesale dealer to be open for business within the city between the hours of 2:30 a.m. and 7:00 a.m. as a retail dealer or wholesale dealer of alcoholic beverages. Possession and consumption are also prohibited during these hours. Certain exceptions apply.

Closing Hours:

It shall be unlawful for any retail dealer or wholesale dealer to be open for business in the city between the hours of 2:30 a.m. Sunday and 7:00 a.m. Monday as a retail dealer or wholesale dealer of alcoholic beverages. Certain exceptions apply that allow Sunday sales in certain types of establishments during specified hours. It shall be unlawful for any person other than the owner or other persons authorized by the chief of police, or his designee, to enter or remain on the premises of any retail dealer or for any retail dealer to permit any person to enter or remain on such premises during the hours said dealer is not permitted to be open for business. Certain exceptions apply.

Location Regulations:

It shall be unlawful for any person to sell, or otherwise dispose of, any beverage of low or high alcoholic content from, and no permit shall be granted for, any premises situated within 300 feet or less of a parish or municipal playground or of a building used exclusively as a church or synagogue, a full-time day care center, public library or school, except, those used as an accredited institution of higher learning, a school for business education conducted as a business college. For premises located in the central business district, it shall be unlawful for any person to sell, or otherwise dispose of, any beverage of high or low alcoholic content from, and no permit shall be granted for, any premises situated within 200 feet or less of the above mentioned places, except a public library, or any premises situated within 90 feet or less of a public library. Certain exceptions apply.

Removal of Alcoholic Beverages from the Premises:

No person holding a retail dealer's permit and no agent, associate, employee, representative, or servant of any such person shall do or permit any of the following acts to be done on or about the licensed premises: Encourage or allow any person, patron, customer, agent, associate or employee to exit the licensed premises in possession of any open container holding an alcoholic beverage when that alcoholic beverage was sold, purchased, served, dispensed, exchanged or acquired on the licensed premises. Certain exceptions apply.

Alcoholic Beverage Handling Employee Card Required:

It shall be unlawful for any alcoholic beverage permit holder to allow any employee to handle, sell or serve alcoholic beverages of high or low alcoholic content for consumption on or off the premises, unless such employee is in possession of an alcoholic beverage handling employee card. Before employing any person to handle, sell or serve alcoholic beverages, the permit holder shall notify the police department of the intended employment and shall have such person obtain an alcoholic beverage handling employee card prior to handling, selling or serving alcoholic beverages for consumption on or off the premises. Certain exceptions apply. In addition to other qualifications, the person must be of good character and reputation and 18 years of age or older. Alcoholic beverage handling employee cards shall contain the picture and fingerprints of the person to whom it is issued. Alcoholic beverage handling employee cards shall expire two years from the date of issuance.

Required signage:

Each and every place or establishment where alcoholic beverages are sold or dispensed at retail, or otherwise, in the city, shall have a sign displayed in a prominent place, clearly visible to all, stating that no beverages of high or low alcoholic content will be sold or dispensed to persons under 21 years of age, except as provided by law.


Municipal of Vivian Ordinances

Legal Hours of Operation - Sunday Sales - Sales Regulations – Location Regulations -

Hours of Sales:

It shall be unlawful for any person holding a permit from the town to sell and deal in alcoholic beverages, or any employee thereof, to sell, barter, exchange, give away, serve, dispense, deliver or otherwise dispose of or to permit to be consumed on the licensed premises, any alcoholic beverage within the town between the hours of 12:00 midnight on Saturdays and 12:00 p.m. (noon) on Sundays or between the hours of 12:00 midnight and 7:00 a.m. on all other days of the week. All taverns, houses of public entertainment and shops for the retailing of alcoholic beverages shall be closed between the hours of 12:00 midnight and 7:00 a.m. on all days of the week.

Sales Regulations:

The business of manufacturing, producing, rectifying, distilling, blending, using, storing, distributing, and selling beverages of high alcoholic content shall not be conducted or permitted or licensed within the boundaries of the town and conducting these activities is prohibited within the boundaries of the town.

Location Regulations:

No permit shall be granted for any premises situated within 300 feet of any public playground or of a building used exclusively as a church, synagogue, public library or school.

Weapons Prohibited Where Alcoholic Beverages are Sold:

It shall be unlawful for any person to have in his possession a firearm, or other instrumentality customarily used or intended for probable use as a dangerous weapon in any premises where alcoholic beverages are sold and consumed on the premises except for the owner or lessee of the premises or their employees, sheriffs, deputy sheriffs, state police, city police, constables, town marshals or persons vested with police power when in the actual discharge of their duties.
