Closing Hours:
It shall be unlawful in the parish (excluding incorporated municipalities) for a holder of a retail liquor license and permit of high or low alcoholic content or such holder's servants, agents or employees, to allow or permit the licensed premises to remain open or allow any patrons to remain therein between the hours of 2:00 a.m. and 6:00 a.m. of the same day.

Exception: Grocery stores, drug stores or other establishments situated in the parish (excluding incorporated municipalities) whose main business is not the sale of alcoholic beverages of high or low alcoholic content may remain open for the sale of other items permitted by law, but any sale or consumption of alcoholic beverages in such places of business during the prohibited hours is expressly prohibited.

Location Regulations:
No permit or license shall be granted for the sale of alcoholic beverages for any premises situated within 500 feet, or less, of a public playground or of a building used principally as a church or synagogue, public library or school.

Exemptions: Certain exemptions apply for bona fide hotels or fraternal organizations, restaurant establishments, gasoline service stations, and premises licensed prior to Nov. 17, 1994.

Certificate of Qualification Required:
Any person employed as a bartender, barmaid, waitress, performer or entertainer in any place of business where malt, vinous, spirituous, alcoholic, or intoxicating liquors, containing more than 6% of alcohol by volume are sold as the principal commodity must first obtain a certificate of qualification.

In addition to other qualifications, a person must be of good character and reputation and over 21 years of age, if working as a bartender, barmaid or waitress and over 18 years of age, if working as a performer or entertainer. The application for a certificate of qualification must be in writing on forms furnished by the sheriff's office and the certificate fee is $25.00. The applicant will also be charged a fingerprint fee. The application certificate, if issued, will be valid for a period of 2 years. After 2 years, the applicant must reapply and pay the appropriate fees.

No license shall be granted to any applicant when the business is to be conducted within 150 feet of a public playground or of a building used exclusively as a church or synagogue, public library or school. Certain exceptions apply.

Bartending Permit Required:

It shall be unlawful for any person to work as a bartender or barmaid in any barroom, tavern, club, or other establishment where alcoholic beverages are sold and consumed on the premises, without first making application to and securing from the parish sheriff a permit for such work. In addition to other qualifications, the person must be of good character and reputation and over 18 years of age.

Required Signs:

Any holder of a retail liquor license of high or low alcoholic content shall display the following signs in their establishment: A sign indicating that loitering is prohibited; A sign designating the capacity limit as established by the fire marshal for said establishment; A sign informing all persons of the consent to search law as adopted in the Code of Ordinances.

Possession of Firearms:

It shall be unlawful for any person to have in his possession a firearm, or other instrumentality customarily used or intended for probable use as a dangerous weapon, in any premises where alcoholic beverages are sold and/or consumed on the premises except the owner or lessee of the premises, or their employees, sheriffs, deputy sheriffs, state police, city police, constables, town marshals, or persons vested with police power when in the actual discharge of their duties.

Closing Hours:

It shall be unlawful for the proprietor, owner, agent or employees of any barroom, club, tavern, lounge, or other establishment where alcoholic beverages are sold and consumed on the premises to serve drinks of any kind whether of alcoholic content or not, in or on the premises during the hours between 2:00 a.m. and 5:30 a.m., during which hours the establishment shall remain closed.

It shall be unlawful for the proprietor, owner, agent or employees of any package house to offer for sale any alcoholic beverages during the hours between 2:00 a.m. and 5:30 a.m.

Hours of Consumption:

It shall be unlawful for any person to consume any alcoholic beverage upon any public property, thoroughfare, right-of-way, easement, or at any business establishment or other location of any type whatsoever open to the public during the hours between 2:00 a.m. and 5:30 a.m.

Location Regulations:

No permit shall be granted under this article to any alcoholic beverage outlet that shall be located within 300 feet of any public playground or of a building used exclusively as a regular church or synagogue, library, playground, or school, except a school for business education conducted as a business college. Certain exceptions apply.

It shall be unlawful for any person to work as a bartender or barmaid in any barroom, tavern, club, or other establishment where alcoholic beverages are sold and consumed on the premises, without first making application to and securing from the chief of police a permit for such work. In addition to other qualifications, the person must be of good character and reputation and over 18 years of age.
